San Vicente, Palawan – Mayor Amy Roa Alvarez led the formal launching of the Quality Management System (QMS) at the main building entrance of the Municipal Government Center today, November 9, 2020.

The QMS was developed in line with the administration’s pursuit and mandate to improve the processes and procedures within LGU with the objective of further improving the quality of services rendered to its constituents and the general public at par with the established international standard or International Organization for Standardization (ISO).

“Today we celebrate a significant milestone in the history of San Vicente. Our commitment to promote the general welfare of our constituents and stakeholders by providing the highest quality standards of administration and provision of public services has led us to this inspiring journey. From humble beginnings we are now on our way to becoming the first ISO Certified Municipality in the entire country through the implementation of our Quality Management System or QMS” the mayor said.

The Development Academy of the Philippines (DAP), is working closely with the LGU team led by the Office of the Municipal Mayor and the Human Resource Management Office in every step of the way in the development of San Vicente QMS by providing technical assistance thru online workshops and live consultations.

The establishment of QMS in the LGU will streamline systems, and processes in the internal operation of the LGU and enhance personnel capabilities. The system will cover the core processes, management, and support processes, and shall become a coordinated and shared responsibility across all offices or departments of the local government.

The activities on QMS development include the Orientation on ISO 9001:2015; Process Walkthrough; Training Course and Workshop on ISO 9001:2015 QMS Requirements and Documentation; Workshop on Process Mapping and Risk-Based Quality Planning; Technical Guidance on Enhancement of Operational Controls and Procedures; Seminar-Workshop on Streamlining Frontline Services and 5S Good Housekeeping; Technical Guidance on QMS Implementation; and Training Course and Workshop on Auditing QMS.

A four-day Training Course on Root Cause Analysis and Corrective Action Formulation is one of the upcoming activities lined up this week to start tomorrow and Technical Guidance on Management Review and Readiness Assessment will be next.

Pursuant to Executive Order (E.O.) No. 605, s. 2007, entitled “Institutionalizing the Structure, Mechanisms, and Standards to Implement the Government Quality Management Program (GQMP), all Local Government Units are encouraged to establish their QMS and which also requires that all QMS be ISO certified.
